Nova Scotia’s Office of Immigration runs the Nova Scotia Nominee Program. This program allows Nova Scotians to help select immigrants to come to Canada.
Immigrants play a vital role in enabling Halifax and the province to meet its economic and labour-market needs. Immigration also strengthens our community by enhancing diversity and contributing new investment, skills, and international business connections.
A Community Identified Organization
The Greater Halifax Partnership is a mandated Community Identified Organization. Newcomers in Halifax who want to apply for Nova Scotia’s “Community Identified’ stream of the Nova Scotia Nominee Program, must contact us to obtain a letter of identification before they can apply.
Our role is to screen candidates based on their long established community connections and potential labour market and economic contributions. We then support them through this first step in their immigration process. In 2010, the Partnership wrote 42 letters of identification resulting in 123 potential newcomers.
Who Qualifies for the Program?
The Community Identified stream of the Nova Scotia Nominee Program is aimed at selecting individuals who:
- have long established connections to a Nova Scotia community
- have lived in the specific community
- wish to live permanently in the specific community
- are employable and can contribute to the specific community's labour market and economy

Citizenship and Immigration Canada
Citizenship and Immigration Canada (CIC) is the federal government department responsible for providing information on immigration to Canada. Established in 1994 to link immigration services and citizenship registration, CIC provides the following services:
- Admission to immigrants, foreign students, visitors and temporary workers who enhance Canada’s social and economic growth;
- Resettlement and safety for refugees;
- Help for newcomers to adapt to society and become Canadian citizens
- Management of access to those moving to Canada, to ensure security and health for all Canadians and integrity of Canadian laws.
