Manager of Economic Development
Halifax Regional Municipality

Jim Donovan is the Manager of Economic Development for Halifax Regional Municipality and is assigned to the municipality’s Chief Administrative Office. The Economic Development function includes all aspects of the local economy and liaison with the business community, community agencies and other levels of government. Mr. Donovan’s main responsibility is to coordinate the implementation of a broadly-based regional economic development strategy.

Over a period of 26 years, Mr. Donovan has held a variety of positions at the provincial and municipal government levels. These include positions as a Municipal Planner with a regional planning commission in the province of Alberta, and with the Province of Manitoba and as a Planning manager for Halifax County Municipality and Halifax Regional Municipality. In addition to municipal planning, Mr. Donovan has led a variety of regional projects such as the development of an integrated solid waste strategy for the Halifax region.

Mr. Donovan is a graduate of Saint Mary’s University and the Nova Scotia College of Geographical Sciences and is a volunteer director of the Metropolitan Immigrant Settlement Association and has served as a volunteer with the Metro United Way of Halifax. He and his wife, Suzanne, have two sons and live in Halifax.
