Adopting the Partnership Model
For community leaders looking to adopt a public-private partnership model to grow their own communities, the Greater Halifax Partnership has developed a Smart City Framework – a training-based model that provides economic development solutions for communities that allows for customization of growth strategies.
This unique approach to the partnership model is based on best practices researched and developed by the Greater Halifax Partnership.
The Foundation
The Smart City Framework is designed to help communities plan and structure their economic development activities. Specifically, it changes:
- Attitudes: Improving public and private sector cooperation and accountability in economic development
- Perceptions. Enhancing the way economic development is viewed by others.
- Reality. Advancing how the economy is stimulated and grown.
At its core, the Smart City Framework enables communities to:
- Attract private sector leadership and financial resources for economic development;
- Coordinate and optimize public and private sector investment strategies;
- Stimulate community ownership for economic growth; and
- Seek strategic national and global partners.
The Model
Economic development activity in progressive communities is moving away from the hierarchical approaches of the 1970s. The best-practices approach today takes a public/private focus and features a heavy level of networking and partnership activity.
This public/private model forms the basis of the Smart City Framework. It directly serves the business and community needs by working in partnership with a host of public and private organizations. This approach maximizes financial leverage and enables development of initiatives with far greater breadth and scope.
The Training Toolkit
The Smart City Framework has four modules, each designed to move communities closer to their economic development goals.
