A native of Pictou, Nova Scotia, Dan received a Diploma in Municipal Administration from Dalhousie University. He also obtained a Masters in Public Administration (MPA) from the University of Western Ontario.

Dan has served the citizens of the Halifax Regional Municipality for most of his career. Prior to amalgamation, he was the Chief Administrative Officer for the Town of Bedford from 1980 to 1995.

At the time of Amalgamation in 1996, Dan was appointed Commissioner of Community Services and oversaw the delivery of service and operations in Planning, Development, Recreation, Tourism, and Storefront Operations.  In 1998, the decision was made to move away from the Commissioner structure to that of a CAO and Deputy CAO model.

As Deputy CAO, Dan was responsible for most of the day to day operations of the Halifax Regional Municipality.
