The Y2E Framework is a plan which will not only address the labour issues we face today, but which builds the long-term vision and leadership to grow our youth talent pool and economy well into the future.


Y2E Enters Aviva's Community Competition to Win $250K in Funding

Greater Halifax’s Y2E Framework has been entered into Aviva’s nationwide community competition to win $250,000 in funding. You can vote every day from now until Nov. 29, to qualify our project for the semi-finals.

Y2E Project Extended to Validate Business Support

The Greater Halifax Partnership is pleased to announce that the Y2E Project has been granted a research extension until January 22, 2010. The aim is to validate local business support for the Y2E Framework – Greater Halifax’s Priority Youth Employment Framework.

Over the past 12 months, the Y2E Project team has worked with more than 240 stakeholders to develop the Y2E Framework - a practical, inclusive, model consisting of the most successful strategies for attracting and retaining priority youth in the workforce. 

Although business and other project participants have indicated support for the framework, there is a need to test whether there is real commitment behind the level of interest shown, specifically with employers at large in Greater Halifax. 

By surveying a representative group of over 300 employers in Greater Halifax, and by forming a new Y2E Business Reference Group, the project team will be able to gauge and validate employer support and ensure the framework and implementation strategy are truly representative of business needs and operations in Greater Halifax.

The result will be a finalized Y2E Framework, detailed implementation guide, and benchmark metrics for measurement and evaluation of the framework.

Project participants and interested community members are invited to the announcement of the Y2E Framework and implementation strategy to be held in January, 2010.


Participants Provide Clear Direction for Youth Employment Framework

June 30, 2009

Sixty-five youth, employers, service providers, government departments and educators attended the Y2E Project’s Tri-World Café held on June 25 & 26, providing the team with a clear direction for developing Greater Halifax’s youth employment framework.

Over the two days, participants actively discussed three youth employment model processes and had the opportunity to learn and talk about tools that could make the models work. Their input has provided theY2E team with the necessary direction to move forward in developing one framework and implementation plan.

The three models varied in their intake, referral, youth development, job transition, and job connection processes and tools. Participants agreed that each model had essential elements and preferred processes that would be a good fit for the Greater Halifax framework. The findings from this event will help the team develop one model to present to stakeholders at upcoming consultations.  

On July 24 & 27,  the Y2E Project will host two additional employer consultations to assess the strengths and weaknesses of the model from a business perspective, as well as exploring options for business support and sustainability strategies to ensure the final framework and implementation plan will meet employers' business needs.   

On August 13, the Y2E Project will hold its final World Café to present one model to stakeholders for final review before presenting the final framework and implementation plan in late September.

Y2E Project Publishes Primary Research Findings

The Y2E Project has released its primary research report outlining findings from surveys and interviews with priority youth, service providers and local employers.  All stakeholders provided numerous recommendations for building a successful framework to link youth to employers in Greater Halifax.  

Summary recommendations include:

  • Create a one-stop-shop to connect employable youth and job opportunities
  • Focus on outreach to engage youth more effectively
  • Improve communication and collaboration among service providers
  • Offer ongoing support to youth and employers


The project team is now taking these findings and investigating them further in consultation with small and large groups of youth, employers, and service providers.
